Если подключать модемы по отдельности подключение проходит на отлично, но если подключить два сразу, то возникают ошибки. Подключаются через USB-хаб — может вина ему?

пассивный, эти ошибки из-за питания могут быть?

Не могу утверждать на 100%, но это первое что приходит в голову из логичных объяснений :)
Попробуйте найти на время активный USB-хаб и проверить. Покупать хаб я бы не спешил, он рублей 500-700 стоит, а дело может оказаться и не в нём, лучше сначала всё-таки убедиться на чужом :)
