When you purchase an IP address, it's not pre-configured, depending on what you are trying to accomplish, you will need to setup the IP as follows:

docs.ovh.ca/en/guides-network-ipaliasing.html (As an Alias on a server)
If you are not sure, it's possible to send us your configuration using the following command lines and we will check :
"ifconfig -a" for Linux or "ipconfig /all" for Windows
