в чем может быть проблема?

проблема в том, что вы не посмотрели логи сервера и сразу убежали за помощью. Одно из расширений сервера скорее всего не установлено.

сайт лежит на хостинге, и у меня нету доступа к логам апача, нужно решить проблему без установки расширений

Включите дебаг режим как - написано тут www.yiiframework.com/doc/guide/1.0/ru/basics.entry...
Проверьте права на возможность записи в папки runtime, assets в идеале лучше сделать их владельцем apache

это я делал, дебаг не включается почему то, права также проверил и на runtime и assest сделал 777

а если такое error_reporting(E_ALL); добавить в index.php
