1. нет я говорил противоположное
2. подходит самое распространенное и да пхп очень распространен и бутстрап.
если хочешь делать проект топ 1 глупо пользоваться технологиями топ 30.
По факту стандартизация всегда давала свои плюсы.
НО тут уже зависит от проекта не дума что если вы будете писать код для ЦЕРН то первое что вам придет в голову это бутстрап и пхп.
А вот если вы магаз делаете думаю ответ уже будет куда как очевидней, включая CMS
