имеется отдельный продукт hyper-v сервер, он не требует лицензии.
По большому счет этот тип лицензирования нужен для тех кто не хочет работать с powershell или имеет сложности в аппаратным обеспечением хоста( бывает у server core проблемы с некоторыми железками ).
