Почему бот иногда молчит?

Есть часть кода, напечатанного на питоне. Все работает, но иногда бот просто игнорирует сообщение, а после введения нового, начинает снова работать. Подскажите в чем дело? Может быть проблема с тем, как бот берет информацию с файла data?
