Почему тор не устанавливает соединение?

Каждый раз, когда пытаюсь подключиться, выдаёт разные ошибки. На этот раз вот эта:

Позавчера заходила и всё было нормально.

Лимит полуоткрытых соединений в 10 штук достигнут. Ты это на WinXP гоняешь что ли? Я на этой ОС последний раз такое видел.

убрать это из конфига забыли видимо
