В трейсбэке все написано

Lord_of_Rings, Она возникает Только на хостинге. Запускаю программу на пк - все отлично

pphhpphh, протестируйте возможность соединения с серверами Telegram с сервера на хостинге (хотя бы только с 149.154.167.51): сделайте пинг, проверьте доступность 443 порта (например, с помощью Nmap).
