Как написать программу с протоколом ARP на C++?

я недавно начал изучать сетевой c++. Захотел написать программу? основанную на протоколе ARP и столкнулся с проблемой, что в интернете совершенно не нашел нормальный ответ, как написать подобное. Можете, пожалуйста, сказать, при помощи чего можно это сделать? Если можете - дайте ссылку на какой-нибудь материал.

Предлагаю начать с чтения rfc. Затем попытаться ответить на вопросы, каким образом можно реализовать то, что в нем написано. А само решение можно подсмотреть.

вариант сканирования всех адресов подсети при помощи arp. запускать от рута
