По паролю конектится, с сертификатом нет что за дела?

От неправильных прав, до полного отсутствия ключа.

Написано же...

Скорее всего ваш ключ не добавлен для пользователя DEV на сервере myserver

Так же проверить пользователя на DEV на права в директорию /home/DEV/.ssh
