Как обновить ядро ubuntu на удаленной машине?

Есть удаленный vds сервер с ubuntu 16.04

uname -r 
2.6.32-042stab127.2

Пробую сделать
sudo apt-get install linux-image-4.8.0-58-generic

Получаю вот это:

вы уверены что там не 9.04?

Да там просто не прописанны настройки в /etc/defaults/locale - оно пытается их установить и неичего не получается, нет файла.

Настройки прописал /etc/default/locale

локаль можно поставить
от рута

locale-gen en_US.UTF-8

Виртуализация не OpenVZ, случайно? Если да, то ядро обновить невозможно.
