Как настроить строку подключения к удаленном серверу?

Проект на ASP .NET Core MVC. База данных MS SQL Server. Имеется VDS на котором стоит Ubuntu 18.04.
При запуске проекта и обращении к базе данных возвращает исключение:

Может не правильно настроил строку подключения, вот пример строки
"ConnectionString": "Server=147.78.64.26; Database=StroyCompany; Persist Security Info=false; User ID='sa'; Password='********'; Encrypt='false'; Trusted_Connection=false;"

Строку храню в appsettings.json. на сервере стандартный порт 1433 открыт.

Отдельно: localhost можно заменить на .
Попробуйте заменить 147.78.64.26 на .

(в предположении, что default instance)
