Почему не работает миграция?

Хочу добавить миграцию в базу данных, но при Update-Database миграция не проходит, так как выбивает ошибку.

Сам код созданной миграции

Почему ошибка? Способ с постоянным удалением и пересозданием базы данных не очень действенный.
Так же находил ответы, что CreateTable нужно заменить на AlterTable, но в этом случае для AlterTable не понятен columns. Вот в этом куске
