Проблема в PyInstaller. Не запускается после сборки. Как решить?

Fatal Python error: initfsencoding: unable to load the file system codec
LookupError: unknown encoding: utf-8

Это выдаётся при переводе в exe.
Я пытался переустанавливать pyinstaller (5 раз) не помогло.

Проблема не в pyinstaller как мне кажется. Гуглите первую строку Fatal Python error: initfsencoding: unable to load the file system codec.
