2. не соображу как проверить. пытался слушать пакеты вайршарком на 1433 порт там тихо
3 с другого компьютера не подключается

с локальной машины подключается по адресу 172.24.9.5\SQLEXPRESS2008, значит ли, что с других машин нужно подключаться по этому адресу? если да, то все равно не работает

Правила для firewall не распространяются через политики, а оно создаётся непосредственно на одной конкретной машине. Политикой распространяется настройка ipsec.

я всего лишь поменял на интерфейсе адрес, маску, шлюз и днс. сама система имена резолвит. а постфикс нет

Нет не могут.

Посмотри конфиг в HEX режиме, какойто не печатный символ попадает
ENTER в конце каждой строки
и файл не должен кончатся на строке, в конце файла пусть всегда будет пустая строка.

Конфиг на juniper. там не правильно не получится написать.
