Каким образом можно открыть этот файл?

У меня есть файл от SCADA. Я понял, что это OLE-object. Я сделал dumpdirectory. Можно ли нормальным образом открыть этот файл? Может это какая-нибудь база данных?
Если прочитать, допустим 'Archive', 'Архив печатных документов', 'Property', то после первых 8 байт идет 'RecordID'. Мне кажется, это база данных.

Открыть можно, скорее всего это structured storage. А вот разбирать дальше без описания формата будет сложно.

Я могу открыть ветку, но вижу поток байтов. Мне нужно эти байты как-то представить в виде человечных данных. Может кто-то сталкивался с таким? ('Archive', 'Архив печатных документов', 'Property')

Я вижу RecordID, мне кажется, это какая-то база данных.
