Почему при подключении по ssh пишет «Шифр не найден»?

При попытке подключиться такая ошибка:

$ ssh  root@104.***.***.162
Unable to negotiate with 104.***.***.162 port 22: no matching cipher found. Their offer: aes128-cbc,3des-cbc,blowfish-cbc,cast128-cbc,arcfour,aes192-cbc,aes256-cbc,[e-mail]

Версия SSH на сервере: OpenSSH 5.3p1 (protocol 1.99)
Версия моего SSH-клиента: OpenSSH_7.6p1 Ubuntu-4ubuntu0.3, OpenSSL 1.0.2n 7 Dec 2017
Шифры, поддерживаемые моим клиентом:

А если так подключаться?
$ ssh -c aes256-cbc root@104.***.***.162

в /home/user/.ssh конкретного пользователя создаем/редактируем файл config в который добавляем

Host x.x.x.x
     Ciphers aes128-cbc,3des-cbc,blowfish-cbc,cast128-cbc,arcfour,aes192-cbc,aes256-cbc

Повторяем попытку подключения. В результате должно появится приглашение ввести пароль
