Почему при миграции не создается таблица USER?

Я использую ORM ormar для FastAPI создал класс database :
import databases
from sqlalchemy import MetaData
from sqlalchemy import create_engine

from config import DB_HOST, DB_NAME, DB_PASS, DB_PORT, DB_USER

DATABASE_URL = f"postgresql://{DB_USER}:{DB_PASS}@{DB_HOST}:{DB_PORT}/{DB_NAME}"


metadata = MetaData()
database = databases.Database(DATABASE_URL)
engine = create_engine(DATABASE_URL)
metadata.create_all(engine)


class MainMeta:
    metadata = metadata
    database = database


Так же рпеализовал модель для таблицы:

При создании миграции таблица user не создается, миграция проходит успешно, но пустая
