Почему не обновляет подмодуль на GitHub Actions?

Нет возможности обновить подмодуль при билде образа
Выдавал изначально деплой ключ, потом уже сделал токен, результата нет, пробовал изначально обновлять
Может кто сталкивался?

Самый дефолтный пайплайн с доки
