Почему squid не блокирует доступ к сайтам?

Подскажите почему squid не блокирует трафик?
Мне надо настроить, чтобы доступ работал только к whitelist, но для начала хочу запретить всё (чтобы убедиться что он работает). Но squid ничего не блокирует. Почему?
