Из-за чего возникает ошибка App not compatible with buildpack при деплое через Heroku?

Дали код бота, нужно задеплоить, но возникает ошибка "App not compatible with buildpack:". Гуглил, было только про то, что добавить requirements.txt и runtime.txt, но они у меня есть

А ещё есть ограничение по версиям питона:

• python-3.11.4 (available on all stacks; recommended)
  
• python-3.10.12 (available on all stacks)
  
• python-3.9.17 (available on all stacks)
  
• python-3.8.17 (available on the Heroku-20 stack only)
