Есть опция PublishSingleFile - как раз склеит DLL и exe.

self-contained можно отключить

dotnet publish -c Release -r win-x64 -o ./pub -p:PublishSingleFile=true --self-contained false

Нашёл вот такую инфу:

Visual Studio 2022 is supported on the following 64-bit operating systems:

• Windows 11 version 21H2 or higher: Home, Pro, Pro Education, Pro for Workstations, Enterprise, and Education
  
• Windows 10 version 1909 or higher: Home, Professional, Education, and Enterprise.
  
• Windows Server 2022: Standard and Datacenter.
  
• Windows Server 2019: Standard and Datacenter.
  
• Windows Server 2016: Standard and Datacenter

Ну и ещё:

The WebView2 runtime is required to install Visual Studio. If it isn't already installed, it will be installed during setup. The Visual Studio installation will fail if WebView2 can’t be installed successfully (either because of installation error or Group Policy install or update restrictions).

Так что тебе остаётся два варианта:
1. Уйти с Win7
2. Использовать mingw
3. Попробовать установить одну из более старых версий Build Tools. Например 2015 или 2017
