There are 2 ways:

1. In case of Banned Account: First, you have to check that your account has been banned or not? If yes then you must create new account with new bank details. First read the policies though and make sure you will not break them this time, especially before publishing the apps that lead to the suspension.

2. In case of Suspended Apps : You can republish your app, if you are 100% damn sure they are no longer breaking the policies and don't contain any SDKs that might.
