А в чём проблема-то? Загрузить на сайт через <input type="file">, обработать на стороне сайта, выдавать через тэг <video>?

Два варианта:
1. Написать свой template tag.
2. Добавить свой context processor.

Once the clone is complete, cd into the newly-cloned directory to have a look at the result. You can use pretty-much all Bash commands and built-ins in the console.
