Вот так код перепсал. не знаю провально л нет. но работает:

в общем нашел решение:

ces=ces.drop('BSS', axis=1)
delcol=ces['CELL']
ces=ces.drop('CELL', axis=1)
ces.insert(11, 'CELL', delcol)
print(ces)

В общем-то дело было в путях:

SET src=/tdir
SET dst=\\tdomain.ru\tdir\

Без всяких там ftp

не знаю почему, но с такой конфигурацией заработал сайт dato138it.ru python-home поправил и перенес его в папку..... в этом ли было дело???

Вот в чем проблема, оказывается. запускал virsh start Ubuntu через терминал в vscode.
а надо было оказывается, запустить через терминал powershell. так убунту запустился((((((((((((

Проблемы то и не было. просто iptables прееминеовал 5432 в postgresql:
ACCEPT tcp -- anywhere anywhere tcp dpt:postgresql
вывод показал это.

решил проблему таким образом:
