Столкнулся с тем же самым.
В результате отключил действие GPO:
winitpro.ru/index.php/2012/07/30/otklyuchaem-dejst...
net stop gpsvc можно сразу пропускать и переходить к HKLM\SYSTEM\CurrentControlSet\services\gpsvc и HKLM\SYSTEM\CurrentControlSet\Control\Winlogon\Notifications\Components\GPClient
Все ок.
