Очевидно, что у вас галп новее "ваших уроков", что вы смотрите. Либо ставьте такую же версию, либо подстаривайтесь под более новую:

Используйте gulp.series вместо run-sequence:

Вы, наверно, знаете как гуглить, поэтому нашли ответ быстро. А я ищу ответа уже 3-й день.

Нина, я вчера сам устанавливал свежие npm пакеты на старейший gulp-конфиг. Естессно ничего не работало. Потому я просто взял из других проектов старые версии пакетов, так проще, чем разбираться что там где поменялось. Это проблема npm - довольно быстро всё устаревает и становится несовместимым.

А касаемо гуглить очень просто: в вашем случае так и нужно было искать "TypeError: gulp.hasTask is not a function" - нашли бы сразу.
