Почему не запускается GitLab?

При запуске GitLab выдает ошибку

Как решить?

set | grep LANG возвращает отличное от UTF-8?
Как вариант запустить через LANG=en-US.UTF_8 gitlab-ctl reconfigure, но вообще что-то с локалью.
