If you need to display Russian characters on FishEye/Crucible and it's showing "?????", please follow these steps:
Stop your FishEye instance
Create a environment variable called JAVA_OPTS with a value "-Dfile.encoding=UTF-8" without the quotes.
Start your FishEye instance again.
