Ну тебе же английским по белому написали: у объекта класса ApplicationCommandInteraction нет атрибута message. Если залезть в доки, его и впрямь нет. А ты зачем-то дергаешь inter.message.author. Если тебе нужен отправитель команды, то у объекта inter есть такое поле author. Почитай по ссылке.

Я посмотрел доки сделал так

Artemka324234, тогда стоит еще и еще читать доку, пока не дойдет, что нет атрибута message у этого объекта, но есть другие.

Artemka324234, плохо читал, значит. Повторю ещё раз.
1. Ты обращаешься к inter.message.author, т.е. сначала пытаешься получить inter.message, потом у него взять поле author.
2. inter - экземпляр класса ApplicationCommandInteraction. У него НЕТ поля message.
3. По ссылке дока на этот класс, там можно увидеть, что у этого класса есть поле author, про которое написано "хранит пользователя или участника сервера, отправившего команду".
4. Вывод: нужно обращаться сразу к inter.author

Бро спасибо помог, я теперь пойду переходить с ctx.send на Inter
